TRAILER ESTATES PARK
& RECREATION DISTRICT
BOARD OF TRUSTEES
MEETING
MARCH 7, 2011
9:30 A.M.
SMALL HALL
1903 69TH AVENUE WEST
BRADENTON, FL 34207
The meeting was called to order at 9:33
a.m. by Chairman Martha Brauer.
ROLLCALL: Martha
Brauer,
Margo Cushman, Fred Hoch, Debbie Hutchinson, Jim McIlveen, Gail Opper, Joe Salerno. Absent:
Harry
Fitzpatrick.
Martha asked the
Board to hold the approval of minutes until the next Board meeting.
The Board agreed.
TREASURER’S REPORT
Due to the resignation
of Treasurer Pam Cole, the Board
has a vacancy. The vacancy is for a trustee
and not a treasurer. If you are
interested in the position, your letter
is due in the office by Wednesday, March
23 at noon. Interviews
will be April 4 during the Board
meeting.
APPROVAL OF BILLS—None
above approved amount. We have a flood insurance
bill. The Board
approved taking the higher of the two costs, as was done last year.
INFORMATIONAL
REPORTS FROM TRUSTEES
Debbie—Bingo
report: There
were 1,365 players with an average
of 167. Bingo took in $5,721 and paid
out $5,721. The jackpot was $4,296 and
$4296 was paid out.
Waste Pro will put
a can next to the yard waste dumpster where residents can place empty plastic bags. Do not put plastic or
paper in yard waste dumpster. Vehicles need to slow down on Arizona
and California.
Fred—Residents are
asking that the policy manual be placed on the Web site.
Gail—1) Residents
were asked to respond
to the new back page of the Tribune. Some people liked it and others didn’t. It
was suggested that the Tribune back
page go back to the way it always was and the list of monthly activities be a
separate page. That will be done. 2) Remember the April
1 deadline to get your reservations
in for the 2011-2012 season. 3) Zumba exercises
are Wednesdays from 11:30-12:30
p.m. in the Small Hall. Join
us for a fun hour. 4)
Residents asked me to look into handles on the stairs
of the marina. That was turned
over to Fred
who is in charge of that area. 5) The
Kitchen Bees need help providing
food for Bingo. If help is not forthcoming,
they may have to stop serving
Bingo. Please step forward and
volunteer. 6) Checked into hiring
an accounting firm by speaking with
an auditor. She said asking a question of the auditor in a collaborative
way is ok. She suggested rather
than hiring an accounting firm we should hire
a not-for-profit
consulting firm or find a CPA to give accounting advice.
Martha—1) The audit report is in; it will be uploaded to the Web site. 2) The first
meeting of the Auditor Selection
Committee will be Wednesday, March
16, at 1 p.m. in the Small
Hall. 3)
Spoke with the county about leasing Bay Drive
and wrote a letter in regards to our
stop sign request at Canada and Bay Drive. 4) The lease with Hix and the Post Office
hasn’t been finalized. Should be done
this week. 5) In regards to the laundry,
we won’t hear until Thursday or
Friday of this week about it. 6) Office Assistant Jane LeDuc resigned.
Margo—There
were no deaths in February. Twelve cards
were sent.
Jim—Roofs
on trailers
20 years and older are
supposed to be inspected. Citizens won’t
insure those who don’t have their roof
inspected.
Joe—March 17 is Showtime with a Broadway
review. Cribbage
is held in the Small Hall. Mah Jong is
being played in the Activities
Building Tuesdays at 9:30.
DATES—Jan. 19, 2012, Robin
DeSabatino is coming to the park. Martha
will meet with Andy Hansen tomorrow about our
insurance—what is and what is not
insured.
STANDING
COMMITTEES
Beautification
Committee—Margo said she
didn’t attend the meeting and she had no copy of the minutes. Walter
Dietz then spoke. The committee is
collecting money for the hearing impaired
sound system and would like a minimum donation from
each club of $200. He said there are
concerns about the Americans With Disabilities Act and the Board should look into this.
ARC—There was a meeting Feb. 25. Ten permits
were approved;
none were denied. Gloria
Marshall’s resignation
was accepted. ARC asked if things that are always exempt need an application.
RESIDENTS’
COMMENTS
Harry Splett, 2104 Ohio—Be careful
on Canada Blvd. The public hearing
is “much ado about nothing.” The item
should be removed from the agenda.
Lenora Neal, 6619
CA—There is a “No Turn on Red” at Canada and Florida Boulevard.
Virg Reinig, 2113
MN—The county will work on American
Way at Michigan. All streets
will be paved in TE from time to
time but not all at once. Consensus is
that when we have high tide and rain,
there is not enough depth in the
water and it backs up in Trailer
Estates. There
are problems
in the drainage tile.
Carol Tuttle,
6503 MA—Dogs are everywhere
in the north end of the park. A man in
a wheelchair was walking his
dog. It is not possible for him to pick up after
the dog.
Closed Public Comment.
OLD BUSINESS
Public Hearing on the Budget
Many issues were
discussed in regards to the budget.
Some discussion was about a two-way exit in the office. Debbie suggested fire
escape windows as an alternative.
Martha explained
that in order
to take a look at long range
planning, including a worst-case
scenario, the assessment for the 2011-2012 fiscal year
should be $1,125 instead of $1,000.
Joe reminded everyone that our
utilities dropped about $6,600 and trash is the same amount now that we paid eight years ago.
Harry Splett, 2104 Ohio—Our
fiscal year begins Jan. 1 in the Charter and
should be changed. He recommends a 10 percent
reduction in rental
fees at the marina to increase rentals. He wondered
how much revenue is received from
the private boxes in the Woodshop.
Bev Lew, 2008 IL—No money in the budget for the loss of the appeal or
future lawsuits.
Closed Public Comment.
Public Hearing on the Sunsetters
At this point, Lenora
Neal became Acting Secretary and Gail left the Board
table.
Gail opened the proceedings
by submitting facts in regards to rule
violations at the Pavilion by the Sunsetters
and discussed the actions she took in following procedures presently
in place in Trailer Estates.
Attorney Jennifer Cowan spoke on behalf of the accused.
The following residents
spoke on behalf of the Sunsetters: Harry Splett (2104 OH), Kay Metz (1712 MN), Laura Freese
(6619 CT), Pat Riedel, Jane Carr (1605 IL), Jane Brillhart (6625 NE), Frank
Riedel (2315 NY).
The following residents
spoke on behalf of Bocce: Ruth Hill
(6512 Dakota).
Martha and TE
attorney Scott Rudasille discussed
options regarding
continuation of the hearing.
Gail was asked to come to the podium and was questioned as to her feelings on closing the public hearing or continuing. She replied
that if she had an hour to consider it, she might feel differently;
but at the present time, she
believes in rules and that they
should be followed.
Martha continued
the public hearing. It will be held Tuesday, March 8, at 9:30
a.m. in the Small Hall. The
Board Meeting was also continued
until that time, date, and place.
Respectfully submitted,
Gail Opper, Secretary
